From his previous position as the head of the Nairobi provincial Criminal Investigations Department (CID), Commissioner Osugo was promoted to the correctional department as the commissioner general of prisons in 2008 by the late president Mwai Kibaki, succeeding Gilbert Omondi, who had retired.

On March 19, 2019, Osugo’s employment with the department came to an end, making Wycliffe Ogalo the next commissioner general.
